Register Here! Latest News and Highlights NPMHU and the U.S. Postal Service Reach Consensus on the 2019 National Agreement. On January 23, the National Postal Mail Handlers Union (NPMHU) announced that representatives of the NPMHU and the U.S. Postal Service have reached a tentative agreement over the terms of their 2019 National Agreement. PRC Annual Report On January 21, the Postal Regulatory Commission released its Annual Report to Congress. The report summarizes the work done by the PRC during the last year including highlights of the Commission's proceedings, statistics on the Commission's performance and estimates of the value of the Postal Service's monopoly and cost of the universal service obligations (USO). USPS Publishes Updated 5 Year Strategic Plan On Wednesday, January 15, the Postal Service published an updated version of its 5-year strategic plan entitled "Ready-Now ➔ Future-Ready, The U.S. Postal Service Five-Year Strategic Plan FY2020-FY2024". The plan lays out the Postal Service's strategies which are centered around five goals: Goal 1. Deliver world-class services and customer experiences. Goal 2. Equip, connect, engage, and empower employees to serve our customers. Goal 3. Innovate faster to deliver value. Goal 4. Invest in future platforms. Goal 5. Pursue legislative and regulatory changes necessary to achieve financial sustainability. USPS Proposes Seamless Changes for Detached Mail Unit and Full-Service Mailings On Wednesday, January 8, the Postal Service published a notice of proposed rulemaking to require Detached Mail Unit (DMU) mailers and mailers that enter full-service mailings at a Business Mail Entry Unit (BMEU) to participate in Seamless Parallel by March 1, 2020 and enroll in the Seamless Acceptance Program by February 1, 2021 at all DMU sites. Comments on the proposed rule are due on February 7. PMG Agrees to Delay Retirement On Monday, January 6, the USPS announced that Postmaster General Megan J. Brennan had agreed to delay her retirement, originally scheduled for January 31, 2020, until after the Board of Governors are able to name a successor. PRC Approves First Class Rate Change On December 20, the Postal Regulatory Commission issued an Order approving the Postal Service's revised First-Class Mail rates to take effect on January 26, 2020. The Postal Service's originally proposed rates were remanded because the PRC determined they were not compliant with the price cap. White House Announces Postal Governor Nominee On December 11, the White House announced an additional nominee to join the Postal Service's Board of Governors. William Zollars of Kansas has been nominated for the remainder of a seven year term that would expire on December 8, 2022. The nomination will now go to the Senate for reconsideration. PRC Revising Proposals in the 10 Year Review On Thursday, December 5, The Postal Regulatory Commission (PRC) announced that it is revising its proposal in the 10 year review of the current ratemaking system. Comments on the proposal are due on Feb 3 2020, with reply comments due on March 4 2020. PRC Approves Rates on Market Dominant Products On Friday, November 22, The Postal Regulatory Commission (PRC) issued an order approving the Postal Service's proposed 2020 price changes for Market-Dominant products. The proposed price changes for First-Class Mail are still under review by the PRC. USPS Reports FY 2019 Financial Results. On November 14, the USPS released their Fiscal Year 2019 finances. The agency reported an operating revenue increase of $514 million with an overall volume decline of 3.8 billion pieces. The net loss for the year was $8.8 billion, an increase in net loss of $4.9 billion compared to 2018. USPS Leadership Changes. USPS on October 24 announced that New Acting Vice President, Sales Timothy R. Costello, Major Metro District Manager, South Florida District, will be detailed to Acting Vice President, Sales. Sharon Owens will be returning to her position as Vice President, Pricing and Costing after assisting in Tim’s transition. Steve Phelps, who served as Acting, Vice President, Pricing and Costing, will return to his position as Manager, Regulatory Reporting and Cost Analysis.
